In Tokyo wird ein LKW mit gefährlicher Fracht entdeckt: Sprengsätze aus Plastiksprengstoff, versteckt in Keksdosen! Möglicherweise war mit der Bombe ein Attentat geplant - doch auf wen hatten die Täter es abgesehen? Conan derweil hat noch ganz andere Probleme: Weil Professor Agasa das Badezimmer nicht reparieren kann, besucht er zusammen mit Ran und Ai ein öffentliches Badehaus. In der Umkleide fällt sein Blick auf einen verdächtigen Mann, der gerade eines der Schließfächer öffnet. Doch bevor er weitere Nachforschungen anstellen kann, rutscht er auf dem nassen Boden aus und verliert das Bewusstsein. Kurz darauf wird Ran und Ai mitgeteilt, dass ein angeblicher Bekannter Conan ins Krankenhaus gefahren habe. Als dann auch noch eine Nachricht von Shinichis Handy versendet wird, ahnt Ai, dass Conan in ernsten Schwierigkeiten steckt...
