Nachdem ein mächtiges Syndikat einen unliebsamen Konkurrenten durch einen eigens aus New York einberufenen Killer gnadenlos ins Jenseits befördern lässt, kann dieser zunächst wieder unerkannt die Landesgrenzen verlassen, bevor der unnachgiebige Kommissar Gianni De Carmine daraufhin mit den Ermittlungen an dem eiskalten Auftragsmord beauftragt wird. Doch dieser fühlt sich durch die gesetzlichen Vorgaben der Justiz in seinem Handlungsspielraum als ermittelndes Staatsorgan dermaßen beschnitten, dass ihm der Sinn seines Polizeiberufs immer paradoxer erscheint und somit auch den Sinn seines täglichen Handelns immer stärker in Frage stellt.
