Zwei Polizeibeamte beobachten während der Beschattung eines Industriellen, wie dieser entführt wird. Sie nehmen umgehend die Verfolgung auf und kommen im anschließenden Kugelhagel ums Leben. Der Capitano, Mario Murri, will den Todesfällen auf den Grund gehen, erfährt allerdings Gegenwehr, da sich Senator Leandri gegen die Ermittlungen ausspricht. Als sich im Nachhinein der Ärger um Murri summiert, will man den unbequemen Bullen in die Provinz versetzen, doch Murri lehnt ab und quittiert den Dienst. Dieses macht wiederum den Minister stutzig, der die Versetzung aufhebt und Murri zu weiteren Ermittlungen ermutigt.
