Das sonderbare Paar Ivo Salvini (Benigni), ein falscher Brunneninspektor, und Gonnella (Villaggio), ein ehemaliger Präfekt, schweift durch die Landschaft der Emilia-Romagna aus Fellinis Kindheit und entdeckt eine Dystopie von TV-Werbespots, Faschismus, Schönheitswettbewerben, Rockmusik, Katholizismus und heidnischen Ritualen.
