In einer sizilianischen Kleinstadt wird ein Bauunternehmer ermordet. Alles deutet darauf hin, dass er von seiner Frau aus Eifersucht umgebracht wurde. Doch Polizeihauptmann Bellodi verlässt sich nicht auf den Anschein und vermutet, dass die Mafia ihre Finger im Spiel hat. Als er versucht, in diese Richtung zu ermitteln, stößt er gegen eine Mauer des Schweigens. Doch Bellodi lässt sich nicht beirren und versucht auch gegen den Widerstand höherer Kreise, den Fall zu lösen.
