Widescreen-Film. 1920. Bürgerkrieg in Russland. Eine Bande von Batka Kikoty wütet in der westlichen Ukraine. Zu dieser Zeit kommt Kommissar Iwan Ostrowoj, der von der Gub-Tscheka geschickt wurde, um die Kikoty zu vernichten, in das Dorf Suchowka zu Lewtschenko, dem stellvertretenden Chef der Volksmiliz des Bezirks. Lewtschenko, der Ostrowoi mit Misstrauen begegnete, ist gezwungen, dem Befehl zu gehorchen. Ostrowoi befreit zwei von Lewtschenko gefangen genommene Banditen und verschwindet. Bald darauf taucht er in Kikotyas Bande auf und behauptet, er sei ein Bote von Baron Wrangel.
