Norma, Priesterin der Druiden, liebt Pollione, den Heerführer der Gallien besetzt haltenden, feindlichen Römer. Nicht nur das Verhältnis mit Pollione, auch die zwei Kinder, die daraus hervorgegangen sind, hält Norma vor ihrem Volk geheim. Die Gallier fordern von ihr, dem Gebot des Kriegsgottes Folge zu leisten und das Zeichen zum Aufstand zu geben. Norma verkündet die Botschaft der Mondgöttin: Frieden. Doch Pollione fühlt nicht mehr für Norma. In Adalgisa, einer Novizin, hat er seine neue Geliebte gefunden. Ein unerwartetes Aufeinandertreffen macht seinen Verrat offenbar.
