Die beiden Schwerstverbrecher Nakamura Genji (Sai-Kit Yung) und Michiko (Michiko Nishiwaki) sind für die Mafiaorganisation „Die roten Brigaden" in Japan unterwegs. Bei ihren Gewaltorgien wird unter anderem ein Polizist getötet. Der Partner des Cops, Futioka, versucht die beiden zu schnappen, als sich diese nach China absetzen. Doch dort bekommen sie es mit der jungen und tatkräftigen Polizistin Rachel Yeung (Cynthia Khan) zu tun.
